DoS deputized Kuly as a Marshal, and he served as an Operational Security Manager. He coordinated Emergency Management Operations for 84 DoS facilities. Kuly earned a BA in Public Relations with a minor in Mass Communications from West Virginia State University.

Basel has years of professional experience includes five years in operations management and business development. She is skilled in operations management, & evaluation of program metrics & forecasting. Lisa holds an MA in Educational Administration & an Ed.D. in curriculum & instruction with an emphasis on educational technology from the University of Florida.

Curtis is a Consultant and professional researcher, specializing in data collection, analysis, visualization, and interpretation. He has experience in academia, at The University of New Mexico (UNM), and industry. Curtis earned his BS in Psychology at Roanoke College, with a minor in Statistics. He holds professional certifications in survey design, data analysis, and the responsible conduct of research. He is a Veteran of the United States Navy.
